He was planning to propose to her while they drifted over the countryside. Sounds very romantic to me! Unfortunately he did not realize how NOISY it would be! There was a constant roar from the fan blowing heated air into the balloon. They could barely hear each other over the din. He hastily changed his plans and asked her over dinner instead.
